chore(deps): add localization support packages

- add ANSI rendering and icon dependencies for the i18n devtool\n- add flag, calendar, and jsdom dependencies for the web locale experience\n- connect reusable blocks to the shared i18n runtime\n- refresh the Bun lockfile
